As far as timing, you want base it off how fast you burn. If it takes 30 mins for you to burn that means SPF 30 would protect you 30 times longer (900 mins) than if you had no sunscreen on at all. Of course the closer you are to the equator and how intense the sun plays a role so it's best to reapply every 2 hours if you're spending a prolonged period of time in the sun.

Applying over makeup is absolutely a thing. Once you decide on your favorite brand, apply it by putting it in the palms of your hands and gently pressing it on top of your face. DO NOT RUB it in. Continue pressing it on top in an even layer until the white cast disappears.
